Filing a case against INDIAMART NOIDA

Dear Sir, We want to file a case against the above mentioned website company .We had paid an amount of Rs. 35000/-to start a website but they haven't started our site as yet and has been asking for more and more amount for this.Now we want our money back . Can U please help ? Thanks City Arts
